AGREEMENT

on the mechanism of reciprocal recognition

and establishment of equivalence of documents

certifying academic degrees in the member states

of the Eurasian Economic Community

of 27 September 2005

The Governments of the member states of the Eurasian Economic Community (hereinafter – EurAsEC or Community), hereinafter referred to as the Parties,

guided by the Treaty on the Establishment of the Eurasian Economic Community of October 10, 2000, the Declaration “On Ten Simple Steps towards Ordinary People”, the Agreement between the government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic and the Government of the Russian Federation on reciprocal recognition and equivalence of diplomas, academic degree and title documents of November 24, 1998 and the Protocol on accession of the above Agreement by the Republic of Tajikistan of February 26, 2002,

recognizing the need for joint use of the available achievements in the area of higher education, the expediency of further development of national systems of higher education and the establishment of a common educational space,

pursuing a unified policy in the system of certification of highly-qualified scientific, teaching and research specialists,

willing to assist in the increasing and expanding cooperation in the area of the training and certification of highly-qualified scientific, teaching and research specialists,

demonstrating concern about further enhancement of the intellectual and creative potential of those seeking academic degrees,

striving for streamlining, reciprocal recognition and establishment of the equivalence of documents certifying academic degrees,

have agreed on the following:

Article 1

This Agreement shall cover standard state documents on conferment of academic degrees issued on the territory of EurAsEC member states.

Article 2

The authorized state certification bodies of EurAsEC member states shall be responsible for implementation of this Agreement.

Article 3

Diplomas of Candidate of Science and Doctor of Science conferred by state certification bodies of EurAsEC member states shall be recognized as equivalent in the order established by the legislation of the Community member states, which entitles their holders to carry out professional activities on the territory of the EurAsEC member states in compliance with their legislation.

Recognition of the equivalence of qualification documents certifying academic degrees shall not imply that their holders will be unconditionally covered by the state guarantees established by Community member states for their own citizens who are holders of national qualification documents.

Article 4

The Parties shall continue work on coordinating levels of requirements for candidate and doctoral dissertations and the establishment of a unified procedure for defending dissertations.

Article 5

At the end of each calendar year within a three-month period the Parties shall inform each other in the agreed format about conferring academic degrees in the preceding year to citizens of other EurAsEC member states.

Article 6

With mutual consent of the Parties, amendments may be made to this Agreement in the form of separate Protocols.

Article 7

Controversial issues related to application or interpretation of this Agreement shall be resolved by the Parties through consultations and negotiations. If agreement cannot be reached, a dispute shall be considered by the Community Court of EurAsEC.

Article 8

This Agreement shall be open for accession by other states admitted to EurAsEC. Documents on accession to this Agreement shall be submitted to the depositary.

Article 9

This Agreement shall enter into force on the date of its signing.

Done at Dushanbe on September 27, 2005, in a single original in the Russian language. The original of the Agreement shall be deposited with the Integration Committee, which shall transmit a certified copy to each member state of this Agreement.
